The purpose of this document is to identify the accident control strategy and safety systems or features provided in the design to implement it for both LBE-cooled and gas-cooled XADS designs, to propose subcriticality safety limits and a method to define the subcritical levels during normal operation, and to define safety limits for the physical barriers, in order to guarantee that, in all foreseen normal and accidental conditions, XADS remains subcritical with adequate margins and the radioactivity releases to the atmosphere are limited to the values that no undue risk occurs to the population surrounding the plant, and no evacuation plan is necessary. Moreover, a methodology to define proton beam shutdown set-points far the reactor contrai system is proposed in arder to assure that the reactor operates within the safety limits according to the acceptance criteria of the physical barriers.
