New buildings (but also deeply renovated ones) should be nZEBs from 2021 (2019 if public buildings), but some Italian regions have set earlier targets (2016-2017). The deadline is approaching fast and it is now necessary to appraise the progress and the spread (and feasibility) of this standard. Within a research financed by the Ministry of Economic Development in order to monitor and improve national and regional policies, in 2017 ENEA has established a national Observatory, “Osservatorio nazionale nZEB”, that investigates nZEB number, typology, technologies and driving factors such as policy instruments, incentives, skills, targeted research and innovation. So far, evidence is that nZEBs number is growing fast: e.g. the percentage of nZEBs out of total issued energy performance certificates increased by 70% (from 2016 to 2017) in Lombardy and by average 10% in other regions where mandatory legislation has not been enforced yet. Current nZEBs are mostly new (90%) and residential buildings (85%). This paper reports evidence from the nZEB Observatory up to September 2018.
